The law also provides for state traffic officials to conduct a four-year study of accidents to determine if the measure is having the intended effect. Crashes involving drivers using hand-held cell phones have raised concerns about driver distractions, compelling some states to call for restrictions on their use and for more research aimed at ways to minimize this disruption. Forty-four states have proposed laws to limit cell phone use while driving, and 300 local jurisdictions, including Miami-Dade, which recently passed similar legislation, are considering laws to limit usage. Eighteen countries have passed laws allowing in-vehicle cell phone use only with a hands-free device.
