NEW YORK, Sept. 30 -- President Bush will sign emergency legislation today to keep the federal transportation department open and federal funds flowing to state and local governments.

The Texas Transportation Institute and Republican and Democrat members of the House Transportation Committee hold news conference to release latest traffic congestion statistics and a bi-partisan poll showing Americans are willing to pay for road improvements.
