Oil Industry Comments on EPA's Final Rule on Mobile Source Air Toxics

WASHINGTON--NPRA, the National Petrochemical & Refiners Association, today released the following statement on EPA’s Mobile Source Air Toxics (MSAT) Phase 2 Final Rule to reduce hazardous air pollutants, including benzene and other hydrocarbons, in motor fuels and vehicles.

NPRA Executive Vice President Charles T. Drevna said, "EPA’s final MSAT Phase 2 rule further tightens gasoline specifications, especially for conventional gasoline, which represents two-thirds of the nation’s total gasoline supply. NPRA is reviewing the rule with close attention to its potential impact on gasoline supply. EPA has incorporated averaging, banking, and trading. However, part of the rule does not permit the use of credits. This constraint is a concern for some refiners. In addition, this will have different impacts on individual refiners.”
