New Florida Law Changes DL Identification Requirements

TALLAHASSEE, Fla. -- A new law, to be implemented July 1, 1999, will change the identification documents required by all individuals acquiring an original (first-time) license or ID card in Florida. This will affect teenagers who are acquiring their first driver license, as well as other individuals who have not been licensed by another state. Governor Jeb Bush signed Senate Bill 1270 into law, which changes the identification requirements for driver licenses and identification cards. All customers for an original Florida license or identification card must present one of the following as their primary identification document: * United States Birth Certificate (Original or Certified copy) * Valid United States Passport * Alien Registration Receipt Card (Green Card) (Form I551) * Employment Authorization Card, issued by the United States Department of Justice, (Form I688b) * Proof of Nonimmigrant Classification, provided by the United States Department of Justice, (Form I94) In addition, a secondary identification document is required, which may include the original or certified copy of one of the following: * School record stating date of birth, which must contain the registrar's signature * Transcript of the birth record filed with a public officer charged with the duty of recording certificates * Baptism certificate which shows date of birth and the place of baptism * Family bible record or birth announcement in baby book * An insurance policy on the customer's life which has been in force for at least two years and has the month, day and year of birth * A military or military dependent identification card * Florida or out-of-state or country driver license, valid or expired * Florida license record or identification card record * Selective Service Registration (Draft Card) * Florida Vehicle Registration certificate (HSMV 83399, owners copy) obtained from our department, a tax collector's office, or an authorized tag agent where the customer's vehicle was registered, Florida or out-of-state registration certificate if name and date of birth are shown * Florida and out-of-state non-driver identification cards (state issued) * Receipt copy of your last Florida driver license issuance * Immigration form I571 * Federal form DD214 (military record) * Marriage certificate * Court order, which includes legal name * Florida voter registration card, which has been issued in the past three years * Personal identification by an examiner or by a person well known to the examiner * A Social Security Card Individuals moving to Florida who hold a valid license or identification card from another state, the District of Columbia, United States possession or Canada are not affected by this change in the law. They may present their license (or ID card) and any other identification document from the list. Prior to July 1, 1999, any two items from the entire list could be presented as proof of identity in obtaining a driver license or identification card.
